Note :
The Protocol was drawn up within the framework of the Economic Commission for Europe and adopted by the Executive Body for the Convention on Long-Range Transboundary Air Pollution on 27 September 1984.  It was opened for signature at Geneva from 28 September to 5 October 1984, and it remained open for signature at the Headquarters of the United Nations in New York until 4 April 1985.

3The German Democratic Republic had acceded to the Protocol on 17 December 1986 with the following declaration:
. . . In accordance with article 3, paragraph 1 of the Protocol, the German Democratic Republic declares that the contributions of the German Democratic Republic will be made in national currency which can exclusively be used for deliveries and services by the German Democratic Republic.
