"Any State that becomes a Party to the Agreement after the entry into force of an Amendment shall, failing an expression of a different intention by that State:
a) be considered as a Party to the Agreement as amended; and
b) be considered as a Party to the unamended Agreement in relation to any Party not bound by the Amendment."

On 9 September 2016, the Secretary General received from the Government of the Unietd Kingdom of Great Britain and Northern Ireland the following notification:
“… the Government of the United Kingdom of Great Britain and Northern Ireland wishes that the United Kingdom’s [acceptance] of the [Amendment] be extended to the following territory:
Isle of Man
for whose international relations the United Kingdom is responsible.
The Government of the United Kingdom of Great Britain and Northern Ireland considers that the extension of the [Amendment] to the Isle of Man will enter into force on the date that this notification is received [in] deposit …”
