Note :
The Charter was adopted on 1 April 1982 by resolution 225 (XXXVIII)2 of the Economic and Social Commission for Asia and the Pacific, following decisions taken by the Commission in its resolutions 191 (XXXV) of 14 March 1979, 206 (XXXVI) of 27 March 1980 and 215 (XXXVII) of of 19 March 1981. The Charter, under article XVI (2), was open for signature by the Members and Associated Members of the Commission at the Headquarters of the Commission in Bangkok from 1 September 1982 to 30 April 1983 and remains open thereafter at the Headquarters of the United Nations in New York.

1In addition, Macao is an associate member. The instrument of accession, deposited on  3 June 1993, was accompanied by the following declaration by the Government of Portugal, made in accordance with article XVII of the Statutes, according to which:
“... The Government of the Portuguese Republic confirms that Macao, as an associate member of the Economic and Social Commission for Asia and the Pacific, is authorized to be a party to the Charter of the Asian and Pacific Development Centre and to assume the rights and obligations contained herein.” ....
The Secretary-General received communications regarding the status of Macao from China and Portugal (see note 3 under “China” and note 1 under “Portgual” in the “Historical Information” section in the front matter of this volume).  Upon resuming the exercise of sovereignty over Macao, China notified the Secretary-General that the Convention will also apply to the Macao Special Administrative Region.
