The Constitution was drawn up by the International Health Conference, which had been convened pursuant to resolution
l (I)
3 of the Economic and Social Council of the United Nations, adopted on 15 February 1946. The Conference was held at New York from 19 June to 22 July 1946. In addition to the Constitution, the Conference drew up the Final Act, the Arrangements for the Establishment of an Interim Commission of the World Health Organization and the Protocol concerning the

The States parties to the Arrangement for the creation at Paris of an Office international d’hygiène publique, signed at Rome on 9 December 1907, were as follows:
Argentina, Australia, Belgium, Bolivia, Brazil, Bulgaria, Canada, Chile, Denmark, France, Greece, Hungary, India, Iran (Islamic Republic of ), Iraq, Ireland, Italy, Japan, Lebanon, Luxembourg, Mexico, Myanmar, Netherlands, New Zealand, Norway, Pakistan, Peru, Poland, Portugal, Russian Federation, Saudi Arabia, South Africa, Sweden, Switzerland, Turkey, United Kingdom, United States of America, Uruguay, and Yugoslavia.

Czechoslovakia, who was a participating party to the Arrangement for the creation at Paris of an
Office international d'hygiène publique,
