Cuba
Reservation: The Government of the Republic of Cuba does not consider itself bound by the provisions of article IX, inasmuch as it believes that any disputes which may arise between States concerning the interpretation or application of the Agreement must be settled by direct negotiation through the diplomatic channel.
Declaration: The Government of the Republic of Cuba hereby declares that the provisions of paragraphs 1 to 4 of article XIV of the Agreement for Facilitating the International Circulation of Visual and Auditory Materials of an Educational, Scientific and Cultural Character are contrary to the Declaration on the granting of independence to colonial countries and peoples (resolution 1514 (XV)), adopted by the General Assembly of the United Nations on 14 December 1960, which proclaims the necessity of bringing to a speedy and unconditional end colonialism in all its forms and manifestations.

Upon signature: "As regards article III, paragraph 1, the words and quantitative restrictions and from the necessity of applying for an import licence' will be deleted, and excluded from the application of the Agreement."
