Opening for Signature

ARMS TRADE TREATY. NEW YORK, 2 APRIL 2013

The above Treaty was adopted at the sixty-seventh session of the General Assembly of the United Nations by resolution 67/234B of 2 April 2013 in New York.

In accordance with its article 21, the Treaty will be open for signature at the United Nations Headquarters in New York by all States from 3 June 2013 until its entry into force.

The attention of the Secretary-General has been drawn to errors in the Arabic, Chinese, French, Russian and Spanish authentic texts of the Arms Trade Treaty adopted by resolution 67/234 B of the General Assembly of the United Nations on 2 April 2013.

The proposal of corrections to the Arabic and Chinese authentic texts of the original of the Arms Trade Treaty and the certified true copies circulated by depositary notification C.N.266.2013.TREATIES-XXVI.8 of 13 May 2013 has been issued on 10 May 2013 and can be found via this link:  C.N.266.2013.TREATIES-XXVI.8.

The Secretary-General takes this opportunity to recall that, under established international practice, only Heads of State, Heads of Government or Ministers for Foreign Affairs are empowered, by virtue of their functions, to sign treaties on behalf of States without having to produce full powers to that effect. Other representatives wishing to sign the Treaty must be in possession of appropriate full powers emanating from one of these authorities.

The Secretary-General would be obliged if States wishing to sign the Treaty could, as necessary, provide the required full powers in advance to the Treaty Section, Office of Legal Affairs, at United Nations Headquarters in New York, facsimile: (212) 963-3693.

PROTOCOL TO ELIMINATE ILLICIT TRADE IN TOBACCO PRODUCTS. SEOUL, 12 NOVEMBER 2012

The above Protocol, which was adopted during the fifth session of the Conference of the Parties to the WHO Framework Convention on Tobacco Control by Decision FCTC/COP5 (1) of 12 November 2012, will be open for signature at a signing ceremony to be held in Geneva, Switzerland, from 10 to 11 January 2013 and, thereafter, at United Nations Headquarters in New York.

Certified true copies of the Protocol, of which the Arabic, Chinese, English, French, Russian and Spanish texts are equally authentic, are being printed and will be transmitted to all States as soon as possible. The Secretary-General takes this opportunity to call the attention of the competent authorities to the fact that certified true copies are established specifically for the purpose of enabling the Governments concerned to complete the internal procedures required for participation in the Protocol at the international level. For budgetary reasons, certified true copies are printed in limited numbers, and it is expected that any additional copies that may be required could be reproduced by the authorities concerned themselves on the basis of the hard copies received or the PDF version made available on the Treaty Section's website.

FOOD ASSISTANCE CONVENTION. LONDON, 25 APRIL 2012

The above Convention was adopted on 25 April 2012 at London.

In accordance with its article 12, the Convention will be opened for signature at the United Nations Headquarters in New York by States and the organization referred to in article 12, from 11 June 2012 until 31 December 2012.

The Secretary-General takes this opportunity to call the attention of the competent authorities to the fact that certified true copies are established specifically for the purpose of enabling the Governments concerned to complete the internal procedures required for participation in the Convention at the international level.

The above Optional Protocol was adopted by General Assembly resolution 66/138 in New York at its 89th meeting on 19 December 2011. In accordance with Article 23, the Secretary-General of the United Nations is designated as the depositary of the present Protocol. The Optional Protocol shall be opened for signature at a signing ceremony to be held in 2012.
