In accordance with its article 12 (1), the Agreement was open for signature on 9 September 1994 by all African States at Lusaka and thereafter from 12 September 1994 at the Headquarters of the United Nations Environment Programme in Nairobi, and from 13 December 1994 to 13 March 1995 at the United Nations Headquarters in New York.

1On 10 September 2020, the Government of Uganda notified the Secretary-General of its decision to withdraw from the Agreement, taking effect on 10 September 2021 in accordance with paragraphs 1 and 2 of article 14 of the Agreement.
