It was open for definitive signature by all States at the United Nations Headquarters in New York from 5 December 1980 to 31 December 1981.

Declarations and Reservations(Unless otherwise indicated, the declarations and reservations were made upon ratification,accession or succession .)Argentina<i>Declaration:</i>The Argentine Republic does not consider itself bound to make any financial contribution towards such expenses as may derive from the application of this Agreement.Nepal<i>Reservation:</i>“The Government of Nepal does not consider itself bound to make any financial contribution towards such expenses made under Article 4 of this Agreement.”1At its twelfth session held in San José, Costa Rica, from 7 to 8 November 2000, the Council of the University for Peace received from the Rector of the University, in accordance with article 5 (2) of the Agreement and article 19 (1)(b) of the Charter, a proposal of amendments to the Charter. Pursuant to article 5 (2) of the Agreement and article 19 (2) of the Charter, the Council of the University for Peace formally adopted on 20 April 2001, by written procedure, the amendments to the Charter, which forms an annex to the Agreement for the Establishment of the University for Peace.2<i> Official Records of the General Assembly, Thirty-fifth Session, Supplement No. 31 </i>(A/35/49) p. 103.3The former Yugoslavia had acceeded to the Agreement on 19 January 1983.
