The amendments were adopted by the Assembly of the Organization by resolution <a href="/doc/source/docs/A_358_IX-E.pdf" target="_blank">A.358 (IX)</a> of 14 November 1975 and <a href="/doc/source/docs/A_371_X-E.pdf" target="_blank">A.371 (X)</a> of 9 November 1977 [rectification of resolution A.358 (IX)]. Note: Pursuant to article 53 of the Convention, the acceptance of an amendment shall be made by the communication of an instrument to the Secretary-General of the Organization for deposit with the Secretary-General of the United Nations.Following is the list of States which had accepted the Amendments to the Convention prior to their entry into force. *See chapter XII.1 for the complete list of Participants, Members of the International Maritime Organization, for which the above amendments are in force, pursuant to article 71 of the Convention as amended.

See also note 1 under “Netherlands”regarding Aruba/Netherlands Antilles in the “Historical Information” section in the front matter of this volume.7With regard to the said reservation, the Governrment of Israel, in communication received by the Secretary-General on 25 July 1980, stated the following: "The instrument deposited by the Government of the United Arab Emirates contains a statement of political pronouncements, which are moreover, in flagrant contradiction to the principles, objects and purposes of the Organization. That pronouncement by the Government of the United Arab Emirates cannot in any way affect whatever obligations are binding upon the United Arab Emriates, under general international law or under particular treaties." The Government of Israel will, insofar as concerns the substance of the matter, adopt towards the Government the United Arab Emriates an attitude of complete reciprocity."822 February 1980: acceptance of the amendments except those relating to article 51 of the Convention. In a communication accompanying the instrument of acceptance, the Government of the United Kingdom stated the following: "Although this instrument does not include the amendments to article 51 and should not therefore be counted among the acceptances required for the coming into force of those amendments, [the Secretary of State writes] to inform [the Secretary-General], for the sake of clarification, that the Government of the United Kingdom does not wish to make a "declaration" of non-acceptance under the provisions of the present article 51, and will consider itself bound by the amendments to article 51 when these come into force for all Members of IMCO." 28 September 1981: acceptance of amendments to article 51.
