2Convention on the contract for the international carriage of passengers and luggage by inland waterway (CVN)Geneva, 6 February 1976see article 20 which reads as follows: "1. This Convention shall enter into force on the ninetieth day after three of the States referred to in article 19, paragraph 1 (States members of the Economic Commission for Europe and States admitted to the Commission in a consultative capacity under paragaph 8 of the Commission's terms of reference) have deposited their instruments of ratification or accession. 2. With respect to any State which ratifies or accedes to this Convention after three States have deposited their instruments of ratification or accession, the Convention shall enter into force on the ninetieth day after the said State as deposited its instrument of ratification or accession.".Signatories1Parties1Doc. ECE/TRANS/20.The Convention was drawn up within the framework of the Inland Transport Committee of the Economic Commission for Europe and opened for signature at Geneva from 1 May 1976 until 30 April 1977.

Declarations and Reservations(Unless otherwise indicated, the declarations and reservations were madeupon ratification or accession.)Russian FederationReservation:In accordance with article 25 (1) of the Convention on the Contract for the International Carriage of Passengers and Luggage by Inland Waterway of 1976, the Union of Soviet Socialist Republics does not consider itself bound by the provisions of article 24 of that Convention, to the effect that any dispute between two or more Contracting Parties which relates to the interpretation or application of the Convention and which the Parties are unable to settle by negotiation or other settlement procedures may be referred for settlement to the International Court of Justice if any of the Parties so requests, and hereby declares that such a dispute may only be referred to the International Court of Justice with the consent of all the parties to the disputes in each individual case;Declaration:In accordance with article 23 (1) of the Convention on the Contract for the International Carriage of Passengers and Luggage by Inland Waterway of 1976 the Union of Soviet Socialist Republics declares that the provisions of this Convention shall not apply to inland waterways of the Union of Soviet Socialist Republics that are open to navigation only for vessels flying the flag of the Union of Soviet Socialist Republics.
