1The Rule enters into force for all Contracting Parties to the Agreement which did not notify their disagreement thereto, in accordance with 2 (3). The date listed under "<b><i>Application</i></b>" reflects the date of the entry into force of the Rule for those States which were parties to the Agreement at the time of the entry into force of the Rule, and which did not notify their disagreement thereto, in accordance with article 2 (3) of the Agreement. States that become parties to the Agreement subsequent to the entry into force of the Rule, which do not notify their disagreement thereto, apply the Rule as from the date of entry into force of the Agreement for such States. In these cases, the date listed under "<b><i>Application</i></b>" reflects the date of definitive signature of the Agreement, or the date of deposit of the instrument of ratification or accession to the Agreement, pursuant to article 4 (3). States parties to the Agreement not applying the Rule may, at any time, notify the Secretary-General that they intend to apply it, and the Rule will then enter into force for such States on the sixtieth day after such notification, in accordance with article 2(6) of the Agreement. For these States, the date listed under "<b><i>Application</i></b>" is the date of deposit of the notification.
