1fAmendment to article 74 of the Constitution of the World Health OrganizationGeneva, 18 May 1978see article 73 of the Constitution which reads as follows: "1. Texts of proposed amendments to this Constitution shall be communicated by the Director-General to Members at least six months in advance of their consideration by the Health Assembly. Amendments shall come into force for all Members when adopted by a two-thirds vote of the Health Assembly and accepted by two-thirds of the Members in accordance with their respective constitutional processes.".Parties112<a href="/doc/source/docs/WHA31_18-E-F.pdf" target="_blank">World Health Assembly, resolution WHA31.18</a>, <i>Official Records of the World Health Organization </i>, No. 247, p. 11. The amendment to article 74 of the Constitution of the World Health Organization was adopted by the Thirty-first World Health Assembly by resolution WHA 31.18 of 18 May 1978.

1With the following territorial application:In accordance with the provision of article 153 of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China and article 138 of the Basic Law of the Macao Special Administrative Region of the People's Republic of China, the Government of the People's Republic of China decides that the Amendment shall apply to the Hong Kong Special Administrative Region and the Macao Special Administrative Region of the People's Republic of China.2On behalf of the Kingdom in Europe and the Netherlands Antilles.
