The amendment was adopted by the Assembly of the Organization by resolution <a href="/doc/source/docs/A_70_IV-E.pdf" target="_blank">A.70 (IV)</a> of 28 September 1965. Pursuant to article 54 of the Convention, the acceptance of an amendment shall be made by the communication of an instrument to the Secretary-General of the Organization for deposit with the Secretary-General of the United Nations. Following is the list of States which had accepted the Amendments to the Convention prior to their entry into force. In accordance with article 52 of the Convention, the Assembly of the International Maritime Consultative Organization determined that these amendments were of such a nature that any Member which hereafter declares that it did not accept such amendments and within a period of twelve months after they had come into force would, upon the expiration of this period, cease to be a Party to the Convention. *See chapter XII.1 for the complete list of Participants, Members of the International Maritime Organization, for which the above amendment is in force, pursuant to article 71 of the Convention as amended.

1The instrument of acceptance by the Government of the Republic of China was received by the Secretary-General of the International Maritime Organization on 22 July 1966 and deposited with the Secretary-General of the United Nations on 27 July 1966. See note concerning signatures, ratifications, accessions, etc. on behalf of China (note 1 under “China” in the “Historical Information” section in the front matter of this volume.).In communications addressed to the Secretary-General with reference to the above-mentioned acceptance, the Permanent Mission of Romania to the United Nations stated that the only government entitled to represent and to assume obligations on behalf of China is the Central Government of the People's Republic of China and that, consequently, the Government of Romania cannot take note of the said acceptance.2The former Yugoslavia had accepted the amendments on 28 November 1966.
