does not consider itself bound by article 13 of the European Agreement on Main International Traffic Arteries of 15 November 1975 and declares that, before any dispute between Contracting Parties relating to the interpretation or application of the European Agreement may be referred to arbitration, in each particular case the consent of all the parties to the dispute must be obtained, and that only persons nominated by unanimous agreement of the parties to the dispute may act as arbitrators.</text><text type="para"/></Declaration><Declaration><Participant>Bulgaria&lt;superscript&gt;8&lt;/superscript&gt;</Participant></Declaration><Declaration><Participant>Czech Republic&lt;superscript&gt;3&lt;/superscript&gt;</Participant></Declaration><Declaration><Participant>Hungary</Participant><text type="para">The Hungarian People's Republic declares that, in view of article 15 of the Agreement, it does not consider itself bound by the provisions of article 13, under which any dispute which relates to the interpretation or application of the Agreement and which the parties in dispute are unable to settle by negotiations or by other means of settlement shall be referred to compulsory arbitration.</text><text type="para"/></Declaration><Declaration><Participant>Poland&lt;superscript&gt;9&lt;/superscript&gt;</Participant></Declaration><Declaration><Participant>Romania</Participant><text type="title">Reservation:</text><text type="para">The Socialist Republic of Romania does not consider itself bound by the provisions of article 13 of the Agreement, which states that any disputes between the Contracting Parties which relates to the interpretation or application of this Agreement and which the Parties are unable to settle by negotiation or other means of settlement shall be referred for a solution to arbitration at the request of any of the Contracting Parties concerned.</text><text type="para">The Socialist Republic of Romania considers that such disputes may be referred for a solution to arbitration only with the agreement of all the Parties to the dispute.</text><text type="para"/></Declaration><Declaration><Participant>Russian Federation</Participant><text type="para">The Union of Soviet Socialist Republics does not consider itself bound by article 13 of the European Agreement on Main International Traffic Arteries of 15 November 1975 and declares, that, before any dispute between Contracting Parties relating to the interpretation or application of the European Agreement may be referred to arbitration, in each particular case the consent of all the parties to the dispute must be obtained, and that only persons nominated by unanimous agreement of the parties to the dispute may act as arbitrators.</text><text Ukrainian Soviet Socialist Republic does not consider itself bound by article 13 of the European Agreement on Main International Traffic Arteries of 15 November 1975 and states, that, for the submission to arbitration of any dispute among the Contracting Parties concerning the interpretation or application of the European Agreement, the agreement of all the Parties in dispute shall be required in each individual case, and the arbitrators shall only be persons appointed by general agreement between the Parties in dispute.</text><text
