Note :
The amendment was proposed by the Government of Costa Rica and circulated by the Secretary-General under cover of depositary notification C.N.138.1995.TREATIES-3 of 22 May 1995 in accordance with article 50 (1) of the Convention. The Conference of the States Parties, convened by the Secretary-General in accordance with article 50 (1) of the Convention, adopted the amendment on 12 December 1995 which was subsequently approved by General Assembly in Resolution No. 155 of 21 December 1995.
